baltimore. it is moving north. the temperatures are cold enough in.some snow to makeix rain or snow showers. minor accumulations, mostly on the grass. it should stay dry out and western maryland. we'll talk more in a couple of minutes. >> good morning. volume is starting to build around the area. a nice start on most of the major roadways. we have reports of an accident which could have some lanes closed. all lanes are closed because of police department activity at coldspring road. there's a problem in annapolis. 11 minutes on the outer loop

controversial issues for marylanders to weigh in on. the final say on each of these issues was up to the voters. jennifer franciotti has the results. >> good morning. it was a clean sweep. marylanders had seven questions, and you could call it a sweep. questions four, six, and seven. the dream act allows undocumented immigrants to pay in-state college tuition rates if they or their parents paid taxes. the dream act passed with 59%. 31% were against. >> this has been a long fight. we have seen this pro from not just an issue of the few young people but an issue about access, to

education and immigration rights. this is a bellwether. >> marylanders passed question sixth legalizing same-sex marriage in the state of maryland. same-sex couples can apply for a civil marriage license. kai reed was at the headquarters last night with reaction. >> it has been a long night for marylanders in support of same- sex marriage. voters here did something that has never been done before. passing game marriage by referendum --pass in gay marriage by referendum. >> what the people of maryland -- republicans, christians, jews, muslims -- came together and concluded the night with this, that every child's home deserves to be protected equally under the law. seats with the exception of roscoe bartlett who was upset by john delaney. >> the maryland's congregational is made up almost entirely of democrats. andy harris is the sole conservative voice for maryland. >> it was a disappointing night for -- his colleague roscoe bartlett was defeated in the sixth district. we asked how that will affect his ability to get things done in the citd.c. >> we have huge issues with over-regulation and threats of over-taxation. our unemployment rate is higher than other parts of maryland. i will work with people in the first district.

everybody is above freezing, except up in the mountains. around baltimore, the storm is starting to get organized off the coast. it is pulling cold air from the north. the precipitation is starting to move in. we have some light sprinkles around annapolis. you can see the northern fringe of the precipitation starting to changeover to snow. a cold rain or a mix of rain or snow. it might even stick a little bit. most likely time will be laid in the afternoon or this evening -- the most likely time will be late in the afternoon or this evening.

>> we're back here in ocean city about a week after sandy. things will unfold at this morning and make things pretty interesting as far as flooding. we're at the southern end of ocean city. have had to move sand out onto the beach. officials said emergency personnel are closely monitoring the storm and will think about implementing an emergency plan later this morning. this storm will suspend rehabilitation work on the boardwalks and cleanup efforts including here at the inlaet. >> we have to halt some of our efforts. we're likely to see flooding in the downtown area.
